The aim of this project was to improve the living conditions of the population of Vlore city through improvement of the water supply system and to establish a financing plan for the implementation of the works.
Within the framework of the EU Phare Water Programme, emergency rehabilitation has been defined and was implemented. However, the water supply infrastructure in Vlore still needs much improvement.
In order to determine the scope of works for a future investment project, Royal Haskoning carried out the following activities:
• Assessment of the existing water supply facilities and review of the proposed rehabilitation design of the Vlore water infrastructure system;
• Definition of priority investments and preparation of a cost estimate for the defined scope of works;
• Assessment of current institutional setting of the Vlore Water Enterprise and definition of an institutional strengthening programme;
• Environmental assessment and an assessment of the risk of contamination of the water resources due to uncontrolled development;
• Financial and economic analyses of Vlore Water Enterprise and determination of the CIRR, FIRR and EIRR of the proposed project.
• Drawing up of a financial plan for the execution of the project.
