Royal Haskoning proposes fast decision-making

21/04/2008

The development of our society is being greatly hampered by slow decision-making in major infrastructural projects. Based on its broad experience, Royal Haskoning is seeking solutions in which a concern for the environment is combined with faster realization of projects. The proposals that have been developed have been submitted to the Elverding Committee which will shortly advise the Dutch government.

Royal Haskoning believes that the Netherlands is unable to react quickly enough to social change. The same is true of large infrastructural projects where decision-making often becomes bogged down. And even after a decision is taken, endless alternatives are investigated before the next decision can be reached. Public enquiry procedures make this process even more complex.

Royal Haskoning proposes making a complete and thorough environmental assessment in the first phase that will be used as the basis for decisions. All the stakeholders will be involved in this design phase in order to come up with one preferred alternative. This alternative will be submitted to central government for a final ruling. Everyone will get one opportunity to appeal. The preferred alternative will then be developed further and implementation will go ahead.
