Twence B.V. Afvalverwerking has the intention to extend her incineration capacity for municipal solid waste of 36 ton/h (in two lines) with a third line with a nominal capacity of 27,5 ton/h. Aim of this additional capacity is improvement of the competitive position of Twence and reducing the business risks.
For the development of the third line by Twence Royal Haskoning has carried out numerous services. The main services are briefly described here.
Permit application and environmental impact assessment (EIA)
Predesign
In cooperation with Twence the predesign of the third line has been carried out with respect to the complete installation (waste-/slag cranes, furnace and steam boiler, flue gas treatment, water/steam cycle, electrical works, instrumentation and process control equipment, utilities, building installations as well as civil works).
Economic evaluation
An economic model has been developed by which the following main parameters were evaluated in relation to the selected technologies from a technical evaluation study:
- Investment costs
- Total processing costs;
- Economic viability.
Benchmarking
- Comparison of the investment level of Twence with other thermal waste treatment plants;
- Comparison of the extension by the third line with extensions at other thermal waste treatment plants;
- Future perspective of the third line for Twence in relation to expected market developments.
Business plan
Developed by Twence and Royal Haskoning for the management team of Twence who has used this plan to facilitate the decision process.
Design review
The design review concerned the assessment of the feasibility of ‘generic engineering’ (application of installation designs, which have been used before at other plants) and ‘zero-design’ (application of a design stripped from all its frills).
Project realisation
After a period of feasibility review and contract negotiations with waste suppliers, mid 2005 Twence has decided to start the realisation of the extension.
In this realisation phase a.o. Royal Haskoning and Tebodin are involved in development of the tender documents for the following lots of the project:
- Waste furnace and steam boiler;
- Flue gas treatment;
- Electrical, Instrumentation and Process control;
- Civil works, including utilities and building installations.
