As a result of the  European Seveso II Directive (Dutch: Besluit Risico’s Zware Ongevallen 1999) tank storage companies have to fulfil the obligations arising from this resolution. These obligations concern, among other things, the drawing up of a safety report and the implementation of a safety management system.
 
Activities of Royal Haskoning
In close collaboration with tank storage firms such as Petroplus and Vopak, Royal Haskoning has fulfilled the obligations required by BRZO’99. To this end a safety report was drawn up, in which all hazards and risks related to the activities of a tank storage company were identified and evaluated systematically. In addition a quantitative risk analysis (QRA), an environmental risk analysis (ERA) and a fire fighting report were an integral part of this safety report.

Royal Haskoning has also drawn up and implemented the Company Policy on Prevention of Accidents and the Safety Management System for various tank storage companies in which, as far as possible, linkage has been sought with the management systems already in place. Finally Royal Haskoning has also set up the emergency plan for various companies.

Harmonisation with public bodies
During the fulfilment of the above-mentioned obligations Royal Haskoning was in charge of coordinating the operations with the government agencies involved. This enabled us to establish a good basis of support for the final result among these bodies.

Royal Haskoning added value
Royal Haskoning decided on an integrated approach to the various obligations which result from the European Seveso II Directive. As a result, the various obligations dovetailed together extremely well, achieving a result that offers a good basis in practice from which tank storage companies are able to guarantee a safe situation for their employees and their surroundings.
