Pilipinas Shell Petroleum Company (PSPC) Pandacan Terminal, located at Pandacan, Manila, in the Philippines is one of 3 petroleum terminals adjacent to the Pasig River.
In 2002 the Manila City Council Ordinance 8027 reclassified the land use of Pandacan from an Industrial II Area to a Commercial I Area. PSPC engaged Chuchawal-De Weger, in cooperation with Royal Haskoning Philippines and its parent company, Royal Haskoning, to carry out environmental site assessments and an environmental risk assessment that integrated previous information from past site investigations to assess if soil and groundwater conditions at GBZ1 were suitable for parkland use.
A Detailed Remedial Plan (DRP) was prepared to set guidelines for the remediation. In the DRP the soil contamination conditions, the objectives of the remediation work, the strategies to achieve the remediation objectives and the Health, Safety and Environmental issues of the remediation work were set out. Soil and ground water was contaminated with lead, oil and agrochemicals. Successful remediation was carried out under strict rules concerning specific protection measures against volatiles and unknown chemical substance.
