Romania is planning to become an EU Member State in 2007. To reach that goal, preparatory activities must be conducted, covering the implementation of EU legislation and the organisation of relevant institutes.
 
In this project Royal Haskoning assisted Romania with the implementation of the EU legislation in the field of dangerous substances and preparations and in the field of Good Laboratory Practice (GLP). The main beneficiary of the project was the Agency of Dangerous Substances and Preparations (ADSP). The ADSP is the new founded Agency that is responsible for the implementation and enforcement of the EU requirements in Romania.

The assistance to the ADSP under this project concerned institutional aspects, technical aspects (training of staff) and provision of information to relevant parties such as contract laboratories and chemical and petrochemical industry.

The project resulted in:

• A management plan for the ADSP, containing task descriptions, a description of the communication network, the organisation structure, a specification of the required capacity, ADSP’s position towards stakeholders and possibilities and limitations for generation of incomes.
• Trained GLP inspectors. The ADSP will be in the position to assist GLP laboratories with the implementation by providing information, documentation etc.
• With respect to the dangerous substances a number of experts are trained in the technical details of Dangerous Substances and Preparations.
• A set of tools and guidance documents is developed for the Romanian market to be communicated to the chemical and petrochemical industry. The experts will be able to transfer information, documentation and give guidance to industry on request.
