A new metro line – the Noord / Zuidlijn – is being built in Amsterdam. There are a great number of permits and exemptions required for this building project. How can we make sure that all the regulations are observed on the various building sites?
 
In general, complying with permitting and exemption regulations on building sites is a complicated business – on the one hand because of the many people involved, and on the other because of the large number of regulations. Nevertheless from the point of view of the neighbourhood, the environment and the rules and regulations, it is certainly necessary in a city such as Amsterdam to observe the rules and as far as possible prevent any inconvenience to the surrounding area.

The aim of Compliance Management is to guarantee the best possible compliance with the permitting requirements. At the heart of this is pro-actively making compliance agreements between all those concerned and embedding these agreements in the existing quality systems of clients and contractors. By linking existing procedures and instructions with the daily routine, compliance with these requirements has the best chance of succeeding.

Royal Haskoning has developed a Permitting Management System (VBS) for the Noord / Zuidlijn project, in which all requirements are recorded. After a permitting analysis with permit providers, managers and contractors, the VBS can be worked out in greater detail. Ultimately a system comes into being with which everyone concerned can work, can make specific selections and can carry out checks. This has made compliance with requirements a part of operational management so that enforcement and penalties are avoided as far as possible.
