This Strategic Environmental Assessment (SEA) is the first SEA in the Netherlands to be completely finished. It was achieved in a very short space of time in parallel with the preparation of the new (Draft) Regional Plan that was presented for inspection at the beginning of 2005.
 
With the help of the SEA, strategic environmental information was included in the weighing up of policy decisions as part of the creation of the regional plan. The various steps in the project were: 
  • Scope and level of detail notice.
  • Recommendation from the commission E.I.A. about the kick-off document and report. 
  • Consultation, including harmonising with the strategic environmental assessments for the regional structural visions / plans of the region’s Urban Triangle and KAN (the Arnhem-Nijmegen Hub) and the Ede-Oost Master Plan.
  • Drawing up the environmental report.
The SEA highlighted the following developments: 
  • large-scale business parks (> 75 ha); 
  • house-building / urban development (> 2000 dwellings); 
  • growing under glass (> 50 ha); 
  • wind energy (> ten turbines or > 10 MW); 
  • flood relief / water storage; 
  • surface mineral reclamation; 
  • recreation and tourism.

    Alternatives were formulated for the above subjects and these were compared with the alternative regional plan in terms of relevant environmental aspects. These were in line with the level of detail of the regional plan and the nature of the abovementioned developments. Use was made of assessment maps that were also incorporated in the regional plan itself. As the first step in an appropriate assessment in accordance with the EU Birds and Habitats Directives, there was an indication of what possible impact the alternatives could have on the areas covered by these directives. Their cumulative effects were also considered. In conclusion we wrote a motivation document for the regional plan that was being presented for inspection. After the SEA we supported the province in dealing with the public consultation reactions to the draft regional plan.
