The overall objective of the project is an improvement of water supply and sanitation in Fayoum. Almost every aspect of a public water supply and sanitation utility has been dealt with. In Phase I, the main activities were a master plan for the rehabilitation, extension of drinking water and wastewater treatment systems, and more effective staff performance. During Phase II, the focus was on the reorganisation of the utility. In Phase III, an Economic Management Plan (EMP) has been elaborated. Phase IV aims at consolidation of the achievements of the previous phases. Presently FEGAWS serves 95% of the population through 275,000 house connections and 1,850 public taps.

The consultant was responsible for project management and the preparation of a master plan for water supply and sanitation. In addition the following tasks were executed:
  • Topographical and geotechnical surveys, an environmental impact assessment and action plan.
  • Feasibility study, preliminary design and final engineering designs for distribution system, treatment plant, pumping station, power supply and UASB wastewater treatment demonstration plant.
  • Development and implementation of O & M procedures and a UFW reduction programme.
  • Introduction of cost centres as a planning and monitoring tool.
  • Preparation of a Business Plan with revised remuneration system and introduction of a GIS based client registration system, together with computerised billing and revenue collection.
