The project concentrates on the equipment needed in Slovenia in the field of Chemical Safety, meaning laboratory equipment, IT equipment and equipment needed in case of chemical incidents and accidents. Finally the network structure of institutions involved in Chemical Safety was investigated.
The project ‘Transition Facility: Feasibility Study of Equipment in the Area of Chemical Safety (FS-CS)’ is a technical assistance project and is divided in three sub-projects:

Subproject 1 - Tasks, strategy and investment policy in connection with public laboratories involved in chemical safety

In general there is no high need for new equipment within the laboratories (except for changing equipment out-of-date into modern instruments), in relation with chemical safety. A proposal for re-organization of the regional Institutes has been prepared, which is legally feasible and is in accordance with both the Slovenian legislation and the Acquis.

Subproject 2 - Information technology (IT) issues and other planned improvements

The project has investigated whether a joint inspector’s platform would be feasible. Concluded was it is technically relatively easy to set up an intranet platform.
With respect to the connection between Slovene Poison Control Centre (PCC) and other medical Centres, it is recommended that data with an operational character should be managed by the Poison Control Centre, data with a more statistical nature should be managed by the Institute of Public Health.
Concerning linking the Sectoral water databases the data exchange between the Environmental Agency and the Public Health Institute for risk assessment should be organised.

Subproject 3 - Equipment for preparedness and response to chemical accidents

Slovenia has an excellent basis to improve its preparedness for chemical incidents and disasters; big efforts have been taken to protect the citizens against disasters with a well developed "System of Protection against Natural and Other Disasters". The area of chemical safety is also well developing by industry initiatives related to IPPC, Seveso II and REACH requirements.
