Cradle to Cradle® in Schiedam – Embedding in the municipal organisation

At the end of 2007, the municipality of Schiedam adopted a resolution to incorporate the Cradle to Cradle® concept (C2C) in their climate policy. This represented an important step for the municipality and the adoption of an inspiring sustainability policy with a refreshing, positive approach: preserving the value of raw materials, products and the living environment through continued use as opposed to consumption. Those at all levels of local government in Schiedam have been inspired by this positive message.
Requirement The municipality of Schiedam aims to firmly establish the Cradle to Cradle® (C2C) concept in its organisation, and make C2C practical and easy to use both for local authority employees and external parties, such as companies and housing corporations. To achieve this, the municipality needed:
1. an informative and inspiring leaflet about C2C in Schiedam;
2. a practical system for implementing C2C in projects (DCBA-Ω);
3. a step-by-step plan for embedding C2C in the municipal organisation.
C2C approach at three levels:
a: StrategicObjectives and ambitions in relation to C2C were formulated based on the Municipality of Schiedam Climate Policy Memorandum, the 2009-2012 Environment Policy Plan Memorandum and the Environment and Sustainability in Spatial Developments in Schiedam Memorandum (dated 8 Jan’10).
b: TacticalWhen developing the step-by-step plan, the municipality analysed the work processes for employees, focusing on Sustainable Building and C2C. The work processes were organised on both a departmental and project basis.
c: OperationalEventually, the goal is to define a practical system that the municipality of Schiedam can use to implement C2C in projects. A materials list inspired by C2C can be used both within and outside the municipal organisation.
A step-by-step plan sets out how sustainability and C2C in particular can be integrated into work processes for each department and on a project basis.
