Three scenarios have been developed to form the basis of a strategy for the modernisation of the 25-year old Provincial Government Building (34,000 m2) in Limburg.
The existing building was surveyed to collate data on current use of the floor space, technical systems and existing critical financial factors. A design was developed that would enable the space to be used flexibly for central hospitality functions and office space, making the Government Building future-proof.
The Province has high aims and ambitions in terms of sustainability, and also works with the Cradle to Cradle® principle. These aims and ambitions were integral to the development of the accommodation policy right from the start, and were formulated as specific measures. On the basis of this, a BREEAM-NL ‘pre-assessment’ was carried out and achieved a score of ‘excellent’, with the opportunity to attain ‘outstanding’ if the study was produced as a design.
Working from the spatial and technical designs for the modernisation, the financial consequences in terms of investment and operating costs, were brought into the picture.
In addition to this quantitative information, the ‘returns’ for the Province were analysed. The returns identified included a modernised building that suits the needs of the changing organisation, with effective sustainability measures and a healthy interior climate.
