During the tendering process and following the award of the contract, we have advised the (potential) financiers of the consortia on the basis of a risk analysis, and we have also provided payment advice following the award of the contract.
Risk analyses cover all aspects of the required Design Build Finance Maintain and Operate services before and during the entire period of the agreement with the government.
Questions to be answered in order to identify the risks include:
  • Does the bid / delivery satisfy the output specifications?
  • How realistic are the requirements in the output specifications?
  • Is the pricing level realistic?
  • What impact will the payment system and corresponding penalty regime have on the outcome of the project?
  • Have liabilities for achieving the desired service level been transferred adequately to subcontractors?
  • Is the schedule realistic?
  • Have technical and organisational risks been recognised, and have mitigating control mechanisms been developed?
The bids were modified in technical and organisational respects - partly on the basis of our findings - in order to secure favourable financing for the projects.

Until the ‘availability certificate’ is issued by the government, we will monitor progress and development of the risk profile on a monthly basis on behalf of the financiers. This relates to both the construction and the preparation of the operating organisation. As technical advisor we advise the financiers about the drawdown requests.

The government issued the ‘availability certificate’ for the Ministry of Finance in December 2008. During the period of use we will monitor performance and overall operation of the service for the financiers every quarter until the end of the contract.
Once the ‘availability certificates’ have been issued for the other three projects, we will also monitor these projects until the end of the contract.
