The Dutch Shell Refinery BV took the initiative to execute a pilot project on Carbon Capture and Storage (CCS). Royal Haskoning got the opportunity to help with the implementation phase.
Near Barendrecht (the Netherlands) a CO2-source (refinery), CO2 transport possibilities and a CO2 storage location are available. Within the EU-ETS trading scheme a CO2 emission permit is required for companies with on-site CO2 emissions. To obtain a permit the emitting company has to submit a CO2 monitoring plan to the competent authority. In cooperation with Shell CO2 Storage BV and OCAP CO2 Transport BV the CO2-monitoring plans were set up for the monitoring of emission from the CO2 transport and CO2 storage site. The monitoring plan comprehends emission to soil, underground water and emissions to air (from compressors and the CO2-injection installation). The report complies with the Monitoring and Reporting Guidelines for Carbon Capture and Storage.
